Step-by-Step: How to Apply for CDF Funds in Zambia

Think of a viable project that benefits your community or empowers you economically — e.g. poultry farming, tailoring, carpentry, mobile money booth, etc.

CDF funding is typically disbursed to registered youth groups, cooperatives, clubs, or SMEs, not individuals. You must be in a legally registered group with the PACRA, Registrar of Societies, or Ministry of Small and Medium Enterprise Development.

Visit your local Ward Development Committee (WDC) or Area Councillor and get a recommendation letter. This confirms your group’s credibility and community relevance.

Collect the CDF Empowerment Grant Application Form from your local Council (District Council) or download it from their official website (if available).

You’ll need to attach:

  • A copy of your NRC (and NRCs of group members)

  • Group registration certificate

  • A business or project proposal

  • Bank account details for the group

  • Recommendation letter from the WDC

Take the completed application and attachments to the Planning Department at your District Council. They will forward it to the CDF Committee for review.

6. Wait for Review and Approval

The CDF Committee evaluates proposals for viability, community benefit, and alignment with government priorities. If successful, you’ll be contacted and guided through the disbursement process.

Tips and Hints on being approved

CDF empowerment funds prioritize registered groups, cooperatives, or clubs. Organize yourselves formally with roles (chairperson, treasurer, secretary), and make sure your group is legally registered through PACRA, the Registrar of Societies, or relevant government offices.

CDF disbursements are not paid in cash. Ensure your group has a bank account under the cooperative or club name. You’ll usually need minutes from your meetings, a registration certificate, and IDs to open one.
